Every officer's computer keeps a full copy of the club. Take attendance in a basement, run net control on a generator: everything syncs when the connection is back.
Members pay dues into the club's own PayPal or Stripe account. Ham Club records it, emails the receipt and extends the membership. It never holds the money.
One free QSL World account works for Ham Club, Ham Browser, the QSL World Logbook app and qslworld.com. Add a callsign and the member is in.
The treasurer keeps the ledger, the net manager keeps the nets, the secretary keeps the roster. Permissions come with the position, and every change is in the audit log.
Who voted is recorded, how they voted is not. One ballot per eligible member, by email or in the app, counted for you.
